The Glasgow Community Planning Partnership

The Glasgow Community Planning Partnership (CPP) was established in 2004 to manage the community planning process in the city.

The Partnership is made up of a number of key public, private and community organisations with a Glasgow-wide responsibility or interest. Most of the organisations are required by law to participate in community planning and each one is represented at the highest executive level.

The Glasgow Community Planning Partnership Strategic Board consists of the following organisations:

  • Glasgow City Council
  • Glasgow Housing Association
  • NHS Greater Glasgow & Clyde
  • Scottish Enterprise
  • Strathclyde Fire & Rescue     
  • Strathclyde Police
Other Community Planning structures in Glasgow, including the ten local Boards, provide membership opportunities to a broader range of partners, including the Scottish Government, the Voluntary Sector, Job Centre Plus, Culture & Sport Glasgow, Glasgow Community & Safety Services, the five Local Regeneration Agencies, the Community Health & Care Partnerships, local residents, and representatives from the Further Education Sector.

The Deputy Leader of Glasgow City Council, Councillor James Coleman, chairs the Partnership.

The Glasgow Community Planning Partnership was formally established in February 2004 when it agreed its 'Memorandum of Understanding'. Specifically the memorandum commits the Partnership to:
  • develop a clear and shared long term vision for the city that sets out joint priorities, performance indicators, and targets;
  • develop joint approaches to improving service delivery and the quality of life for the citizens of Glasgow;
  • ensure that partnership working in the city is co-ordinated and cohesive;
  • negotiate directly and collectively with the Scottish Executive and other bodies on national policy and resource issues;
  • support the development of active and informed communities that can engage with and have an influence on the community planning process, and;
  • develop ways of working within the Community Planning Partnership that supports the values of openness, parity between partners and achieving progress through consensus.

The Glasgow CPP are charged with two key roles - to promote and advance Community Planning structures and procedures across the city, and to oversee area-based regeneration services.
